Dear Secretary Rice:

Despite a UN embargo, arms shipments continue to fuel a war in the Democratic Republic of Congo (DRC) that claims at least 30,000 lives each month. Armed groups in DRC use these shipments to kill, maim, and rape innocent civilians, and divert vital mineral resources to fund the flow of arms.

Amnesty International has evidence that the governments of Rwanda, Uganda, and the DRC ? all beneficiaries of US military aid ? have allowed arms transfers into eastern Congo. Uhuru Airlines is one of many companies used or leased by international arms brokers to channel weapons to Congo.

Rwanda, Uganda and the current DRC government must be asked to investigate and prosecute embargo violations occurring within areas under their control. The global network of arms brokers and transport companies including those with US assets, must be better regulated and monitored, and war profiteers brought to justice. Countries receiving US support while allowing arms trafficking that fuels human rights abuses must be called to account.

The deadly flow must stop. Uhuru is Swahili for Freedom. It shouldn?t mean a cargo-load of terror.
